AMN Construction
AMN Construction · Summerland

General contractor in Summerland.

Lots here are smaller and steeper than almost anywhere on the coast, and most of the Community Plan area is in the Coastal Zone. Geometry and access first. Design second.

The short answer

Who permits and reviews a house in Summerland?

Summerland is unincorporated, so permits come from Santa Barbara County. Design goes to the County Board of Architectural Review. Most of the Community Plan area is in the Coastal Zone, so most projects also need a Coastal Development Permit. The Community Plan was adopted in 2014 and its coastal portion was certified by the Coastal Commission in June 2016.

The ground

On a narrow lot with shared access, staging, cranes and deliveries are design decisions. Ocean views drive value, so review weighs height, siting and view corridors closely.

Authority

Coastal Zone first. Then the County board.

Summerland is unincorporated, so plan check and permits are the County’s. Most of the Community Plan area is also in the Coastal Zone, so most projects need a Coastal Development Permit on top of design review. Matt raises both before design starts, not in plan check, and plans access and staging for a narrow lot before anyone draws a room.

Questions

Building in Summerland: what owners ask.

Can you build on a narrow or steep lot?
Yes. Here access, staging and crane placement decide the cost, so we plan them first.
Does Summerland require coastal approval?
Generally, yes: “most of the Community Plan area is in the Coastal Zone.” Whether a decision can go to the Coastal Commission depends on the parcel.
How do view considerations affect the design?
They carry weight in review and shape the massing early.
What about the old oilfield history?
Some of the first offshore oil wells were drilled here, from piers, in the late 1890s. That history occasionally surfaces in the soil, so we ask about it before excavation.
Do you do finish carpentry in Summerland?
Yes. Tom, our finish carpenter, builds cabinets, built-ins, closets and trim in our small boutique shop in Carpinteria and fits them on site in Summerland. See finish carpentry in Summerland.
Do you work with my architect?
Almost always. We are not design-build. Matt works with a team of wonderful architects who will help you build your dream. We price the set your architect drew, flag what will not build before plan check, and leave the client relationship where it belongs.
Is my Summerland parcel in the Coastal Zone?
Most of the Community Plan area is. The plan identifies 22 parcels northeast of Ortega Ridge Road as outside it. Confirm your own parcel with the County before assuming either way.
Which board reviews a Summerland design?
The Community Plan’s Policy VIS-S-1 requires plans for new or altered buildings to be reviewed by the County Board of Architectural Review.
