Every parcel is coastal. Some can be appealed.

The City runs its own building and planning; its Architectural Review Board reviews design. Most work needs a Coastal Development Permit. In appealable areas, generally nearest the shoreline, a decision can go to the California Coastal Commission, and no plan-check efficiency wins that time back. On shoreline parcels, sea level rise, bluff setbacks and public access shape what is approvable.

Do I need a Coastal Development Permit?
For most development, yes. Whether it can be appealed matters more to your schedule.
How much longer does coastal review take?
It varies widely. Appealable permits may go to the Commission, and a schedule that ignores that is not a real schedule.
Do beach-adjacent homes cost more to build?
Yes. Corrosion-resistant metals, fasteners and windows cost more now. Leaving them out costs considerably more later.
What about unpermitted work on an older cottage?
Common here, and usually resolved within a substantial application. We find it in feasibility, so it is budgeted, not a surprise.
