Montecito is unincorporated County for building and planning. Fire protection is the separate Montecito Fire Protection District, and the City of Santa Barbara is a different jurisdiction. The County's adopted code edition, permit triggers and work hours were not found, and the Santa Barbara Title 24 climate zone (which sets the attic R-value) is still to check. Guide section 15 lists what is confirmed and what is not.
The approved plans, the adopted code, your inspector and the product's printed instructions overrule this site.
Read guide sections 1 and 2 before you open a bag or a foam kit. Wear the respirator the SDS calls for.
