In plain English

Montecito and Santa Barbara County

Which code is current (checked 1 Nov 2026): California enforces the 2025 California Electrical Code, based on the 2023 NEC, since 1 Jan 2026; Santa Barbara County adopted the 2025 state codes in Nov 2025 with local amendments. The 2026 NEC is published but not yet adopted in California; the next California code (2028 edition, based on the 2026 NEC) is set for 1 Jan 2029. Section numbers in this guide follow the 2023 NEC, so some change in the 2026 NEC. Always confirm with County Building & Safety.

Written for Montecito work: this is unincorporated County land. Permits and inspections come from County Planning and Development (Building and Safety), fire review from the Montecito Fire Protection District, and power from Southern California Edison. The City of Santa Barbara's rules do not apply here.

  • The County adopted the 2025 California codes (effective 1 Jan 2026) with local amendments. The math here uses the 2023 NEC tables the 2025 California Electrical Code is based on. Ask County Building and Safety for the local amendments before you finalize a design.
  • Rooftop solar of 10 kW or less needs an electrical permit. The County's bulletin limits the main breaker plus inverter breakers to 120% of the bus rating (see the solar scenes). Montecito Fire reviews the roof layout, with ridge setbacks.
  • A back-fed panel needs a permanent "Caution: alternate power source" sign. Permanent generators may need Fire Code Official approval.
  • SCE reports about 30 business days on average for main panel upgrades it controls. Plan the service size early.
  • Large remodels can trigger sprinklers: the Fire District requires them when work passes 50% of floor area or 1,000 sq ft.
  • Flood and debris-flow zones and the Coastal Zone can change what is allowed where: check the parcel.

Items not confirmed from official County text: the electrical permit exemption list, fees for non-solar work, the inspection sequence, and local EV and energy amendments. Call County Building and Safety.
